Sorry, i dont know the lingo green is my favourite colour, so meh:)

All i could suggest would be to fiddle with drivers really. Try different version and maybe even the new beta drivers.

The only other possibility i can think of is to tinker with options for your graphics card, but i would recommend getting a new card. Maybe ask for one for christmas

I was wondering if anyone has tried to edit some of the textures in the world. For example changing the billboards to different pics or replacing building logos with real world logos.

Im sure its possible, but not having a great deal of editing skill, i've no idea where to start.

I wouldnt have thought so, seeing as there are like 20 cars and 4 kits, so in essence there could be 80 screenshots. Matter of opinion which ones look 'good' or not id say. Some really do fit specific cars well though.

Blimey, i didnt intend to upset you. Sorry, but i do feel that that sort of language is uncalled for.

Turn all the options in the game off, and run it at 640x480 resolution, this will increase the overall speed of the game a little.

Otherwise the only way to fix this is to buy additional, replacement or new hardware.

Oh yes, i wouldn't mind playing the game through again, but i would rather start with one of the rarer cars and play through on hard or something.

Id look more at Red pearl paints for this effect, there are some maroon or dark red colours, which might show this style of highlight.
