No it's not, haven't you heard DrH and TW1ST3R? Mods are an opportunity for the FUTURE in seperate MOD-challenges, not regular CTC/SRC's at the moment. Unrestricted means there's no restriction to parts, theme's, vinyls, colours etc. It does NOT mean you can mess around with the game itself.

Well I don't mind paying a monthly subscription for an MMO, since that is what they're known for, but paying for the ability to level your account is not exactly free to play, since in my book leveling is part of the 'playing' experience.
