Is it better to have low end tuning or top end in the 1/4 mile? right now i have just the
Cobalt SS barely in the level 2 or whatever its called and i had it tuned at 1 point where it ran a 11.14 but now the best i can get is 11.46...

For the 1/4 mile drags, you'll want to tune your car's gear ratios to Short. This provides maximum power in the early gears. Any reductions in top speed don't really matter since you're trying to achieve fastest time, not fastest speed.
