I've found the only way to make the game almost playable for more than about 10 minutes is to run it at 800x600. It looks shizzle compared to what I normally run games at, but at least the car actually responds in real time, not 2 seconds later! I'd suggest dropping your resolution settings in game. I've not had any complete freezes, but the lag really peeves me (seems worst duing BlackList Boss races).
And this is on a PC that has over double the minimum specs required to run the game.
I also found that my original 1.2 version was more stable and performed better than 1.3 - I was running that with no problems at 1024x768; I only upgraded to be able to use the in-car camera hack - think I might go back to 1.2.

Hello fellow racers. This is my first post here. I run the game on an ATI 9800 LE and 512MB ram at 1024 x 768 wothout problems. I just disabled AA and Motion Blur and turned downthe World Detail a bit (medium) and it looks good. Oh, and I set my card settings to Quality instead of Best Quality. I get a constant frame rate of 30 and no stutters.
I have a seperate Games account on my PC with all the bells and whistles turned off and nothing running at startup. This greatly improves the performance on any game. Defragging your HDD also helps.
So play with your settings until you find a happy medium between performance and quality.
