The problem was you edited below the 28CDCDCD and not above, but the codes below 28CDCDCD belong to SlotNr 29. I also had to use the Corvette Light Code (added a corvette to the garage) as the floating GTO lights look crap
The code I inserted is D220 (corvette coplights), and its inserted at the first possible FFFF position as the later ones are used for decals (if you add any).

Basically you can exchange parts between cars as much as you like (this includes the lights for the gallardo). But as said a couple of times the parts not from the same .bin file than the car itself (or from a standard .bin file for spoilers/rims) will disappear (or never appear) due to the caching of the parts.
Another Problem with the Cop Parts is that they are inserted at "fixed" positions wheras the normal parts are "docked" to reference points on the car base.
Makes the Gallardo look kinda funny
oh, well i saw in the showroom a photoshoped edited gallardo with police lights, so i was thinking it would be good if you could do that with hex edit instead.

I don't have them on all cars, I just tryed it in a couple of them. I will make a file if you like, but im busy these following weeks, so I am not shure when I will heve it.
