Cannot change controls in Vista

Whenever I restart nfsu2, the controls reset to default.
I'm guessing this is due to some security feature in Windows Vista, because it worked splendid back when I was using XP.
I have tried running as administrator, and I have tried disabling "read-only" on all files in the nfsu2 directory, but the problem persists.
It's starting to get annoying to change the controls everytime I want to play. <_<
