First thing, is it possible to edit stuff on NFSU2, second thing, can I use these HEX editors for the PS2?

I've done it on Gran Turismo 3 via MAX & gt3gedit, basically you just edit the gamesave, but on NFS I have no idea.

There's not s single forum I'm on where I don't type in Navy so it's kinda hard to stop, but if it's against the rules I'll try....................How about NFSMW PS2 editing? On some games the file for the editing is encrypted (such as GT4) but can be hacked out, but I'm no expert

You will not be able to edit the game unless your an uber hack with AR max. sorry.
