couple question, plz help

i want to know how to get a couple magazines

#19 and #28

I know #19 is equipin samantha's(or at least 4 of em) parts and yeah i don't know which ones and so forth so if somebody could tell me like a good lookin car specs with sam's parts and whatever that'd be great.

and for #28 i've tried almost everything, beatin the game on hard, in less than 24 hours, etc. and i just can't seem to get #28 anybody know how to gets it?
