New NFSP1 User - Have a question

I cannot get the cheats to work from the main menu. Is there a trick I am not getting? I have a list of cheats that you are supposed to get after you do some combination of things at the main menu; all that happens is the cursor moves around, no cheats get activated. THis is for PS2. Thanks,

To my knowledge, you have to enter your cheats at the "Press Enter" (for PC), or the "Press Start" (consoles) screen to get them to work.

type the codes while the 'press enter' screen is on (the one with the lancer and the impreza)
if cheats entered corectly you'll hear a little "click"
