lights on in NFS:HP2

Does anyone know how to make the cop lights turn on? And no, I'm not talking about in Be The Cop mode where you have to meet a quota, I'm talkin about i have a car for multiplayer that has the cop lights on it, but I can't get the lights to turn on. I've read somewhere that it can be done, and that even with the lights on you can still be chases by the cops (vigilante cop car in single player). I'm trying to just get the lights to work for now, and after that I shall attempt to not get the cops to follow you.
