CoD, CoDUO, CoD2 cheats not working?

When I look at the cheats @ http://www.cheatcc.com it says:

CheatCC.com wrote:Start the game with the "+set developer 1 +set sv_cheats 1" command line paramenter. Then while playing the game, press ~ to display the console window. Enter one of the following codes at the console window to activate the corresponding cheat function. Repeat a code to disable its effect.

What I dont understand is the bold sentance. Can one of you guys help me?

why do you have to cheat ?
anyways it should look like this for example you have to right click on the application shortcut and select properties and go to target and add the parameter like below
"C:\Program Files\Atari\Test Drive Unlimited\TestDriveUnlimited.exe +set developer 1 +set sv_cheats 1"
im pretty sure that is what it is supposed to look like if not someone correct me.

You have to put it outside the quotes.
