Wouldn't it be that the background is sharp but the car would be blured? Really nothing should be moving in the background other than the normal details (breeze, etc.) that the camera would have captured in the original photo, if the shot was taken "standing still."

The focal point should be on the car. If the background is static then it doesn't actually look like the car is moving, and in the case of what you're saying it just looks like the car's blurry and out of focus when it's supposed to be the focus of the picture. If that makes sense.

The camera would be moving (panning) to keep the car in frame. Sweeping right to left would keep the car sharp and blur everything else.

Yeah, that's what I said but like... the opposite. I thought you wanted the camera still, versus moving with the car... =/

What is the option in brushes in Photoshop that makes your brush narrow the longer you draw the line? I've seen my teacher use it before - but now I can't find it. It's in brushes in photoshop, and the longer your stroke is, the more it narrows away until it thins to nothing. Does anyone know what I'm talking about?

I'd apply some lens blur to the exhaust and racing numbers and use the warp tool on the decals, a bit, to make it look more like it curves with the car. Looks good, otherwise - not obviously a chop.
