Try places like:
http://www.good-tutorials.com/
http://www.pixel2life.com/
Both have some very extensive range of tutorials for various things form making signatures, doing shadows for objects and of course making backgrounds.
There are much more, but just go for these for a start, and then even after just reading a few tutorials you may aswell just come up with your own style to doing things and might even create something unique.

Could someone make or help find a tutorial that outlines how to make a car reflect the ground.

Eaxmple 1 is the easiest to do. Just copy the car layer, and the flip it. Apply a mask to it and gradient the mask so the reflection layer fades out. Now just adjust the opacity of the layer to your heart's desire. I would also suggest apply a subtle Guassian Blur to the reflection so that it's not as crisp as the car itself.
Example 2 is harder as it involves some measure of skill. You'll need to duplicate the car layer, and then use the Transform feature to line up the bottom of the reflection with the bottom of the car. This part is the hardest. Use the select tool to transform just portions of the reflection if you need to. Once your satisfied, use Freeform Select with a high Feather value and create a selection that follows the contour of the car's underside. Hit delete and you should have a faded reflection. Now adjust the opacity of this layer to your heart's desire. Apply blur effects and what not to it as you see fit.
There is a tutorial somewhere, but I don't know where it is. Hopefully someone else will find it for you. It has pictures involved with each step so it's easier to follow.
