special rims

sup ya'll i was playing nfs u2 and saw these rims on a honda civic in the circuit race in the starting when i was driving rachel's 350z. any comments (and BTW car geometory detail was set on high)

To put it simply, they can't be unlocked. They were just put in there to make the AI cars look ugly(ier). Besides, I don't think Ea would have thought anyone would have noticed, since your driving over140mph most of the time.
