Well, you could use the GTAViceCarEditor or the just modify the handling.cfg-file manually. You could copy the handling from a different car, but don't change the flags at the end. That could make the car go crazy. I'll give an example:

GOLFCART 8000 1.2 1.8 0.4 0.0 0.0 -0.15 10 1.90 0.8 0.48 4 200 35 P E 6.1 0.45 0 30.0 1.0 2 0.38 0.01 15000 0.1 -0.17 0.5 0.0 100810 0 1

This is a really heavy Go Cart, that pretty much push away all other cars. It weighs 8000 kgs. I don't know exactly what each number do, but I'll try my best. But GTA VCE it says what is what:

Dimensions:
1.2, 1.8 and 0.4 are the dimensions (width, length and height).
0.0, 0.0 and -0.15 are the centres of the masses (don't ask, I don't know).
The 10 is how submerged it is (in %, but I don't really know the meaning).

Transmission & Engine:
1.90, 0.8 and 0.48 are the traction numbers (acceleration and speed loss).
4 is the number of gears.
200 is the top speed (in kph).
35 is the acceleration (which is sort of insane on this one).
The P confuses me, because this is the drive type (FWD, RWD and 4WD), so it should say 4 here...
E is for electric engine.

Brakes:
6.1 is the deceleration when you brake.
0.45 is brake-bias, but I don't really know what that is.
0 is for no ABS (ABS is 1)

Handling:
30.0 is how fast the steering is (I think).
1.0 is the forcelevel.
2 is the dampinglevel.
0.38 is the "Ped. Seat Offset" (do they really expect a Norwegian to understand that?).
0.01 is the collision damage multiplayer (0, or really close to 0 means you can have a lot of fun).
15000 is how much the car is worth (15000 isn't a lot).
0.1 is the upper limit for the suspension.
-0.17 is the lower limit.
0.5 is bias between front & rear (I dunno).
0.0 is the anti-dive multiplier (whatever that is).

Flags:
Different codes for what the car is (this one has NO_DOORS, NONPLAYER_STABILISER and NO_EXHAUST), but I don't mess around with this. Unless I have to...

The last 2 digits are for how big the front and taillights should be.

I don't know how helpful this was, but it should give a clue what to do. Try and fail is my method. Just remember to take backups often.

This is the handling info for a Mercedes SLR McLaren I've got installed (replacing the Hotring, but that's not important):
HOTRING 1600.0 2.3 4.5 1.3 0.0 0.2 -0.35 70 1.15 0.89 0.51 5 220.0 36.0 R P 10.0 0.52 0 30.0 1.9 0.13 0.40 0.56 45000 0.29 -0.16 0.5 0.6 208182 1 1

See if you can find something that makes sense out of that. :)

well, I've tried but with the GTAViceCarEditor gives me problems with GTA3, I'll try to make changes manually if the values have the same meaning in both the games.
btw, your explanation has been perfectly clear

It should be similar, but I only installed 3 cars for GTA3, and it wasn't really successfull, but if you browse thru a GTA3-site (or the GTA3 part of a GTA site), then I'm sure there are programs that does it for GTA3 as well... (long sentence there... :P )

As far as I know, modding is for PC only. But, I've heard modding the Xbox version is possible, but I have no idea how to do it. Nothing for PS2 tho... :(

PS2 and Xbox versions are possible but require a Mod chip which allows you to burn games etc, so you extract the files out of the original game, open them with a special tool then edit them like the PC version. After that you compile it to a ISO and burn it, i believe thats how it is done. Although you cannot just edit the disk again etc you will need to keep burning a new disk if wanting to change more things or add stuff.. Although mods for the xbox seeing it has a HDD and can have custom hacked dashboards you can put games on the HDD and play it off that so you can edit them whenever.
