Edit headlight grill windows

I have searched the forum, but i have found nothing about how to edit headlights or , for me one of the mainproblem, the grill of the car, cause i wanna make the grills of the cars glow with neon....

So pls help me and if someone knows how to edit the windowtinting to get new colours or decals on it, i would be realy happy!!!!

Guys pls help me , cause i have tried a lot , but nothing works for me!!!!!!
