For GBA, Sonic 3 is easily the best for ORIGINAL music. And it's the best game as well

Tetris (Korobeiniki is teh pwn)
NFS 3 (that one main menu techno song gets me every time)
Vice City
Hitman series (Jasper Kyd is teh pwn too)
Initial D Arcade Stage (my one quirk)
Duke Nukem 3D (could be just for Grabbag alone)
UT Series

Halo
DDR (they need to take all the DDR cabinets, get rid of DDR, and put tetris on them instead so you can play with monster bass and footpad arrow keys)
--skipping to the bottom of the list--
NFSU2 (even the first game had some decent Crystal Method & Rob Zombie to save it)
Burnout 3 (sorry, indie rock sucks hard)
those Def Jam games

While I quite like the music in NFSU1/2, it's original music in a game that I really like.
Metal Gear Solid 2 and 3 got Harry Gregson-Williams involved to do the music, an acclaimed file score composer who's done music for many films including Shrek 2, Team America: World Police, Phone Booth, The Rundown, Chicken Run, The Replacement Killers, and is currently working on new films by Tony Scott (Domino) and Ridley Scott (Kingdom of Heaven).
Also, from way back in the PC speaker days (1988!), there was a little game from Accolade called Grand Prix Circuit that I can still remember the 'music' from, and that's saying something!
