I was wonder whats the max head level in nfs most wanted: black edition

Should be the same as the normal version of MW.

It should be 5 when you're playing in Career Mode. But it'll be 6 when you're done racing Razor and finishing that final pursuit with Cross and his undercover back-ups.
The special Black Edition challenge, however, is an exception.

A normal career mode pursuit: 5 (Normal Cop Corvettes + Cross)
The pursuit after racing razor: 6 (Undercover Corvettes + Cross)
The special Black Edition Challenge: 7 (SUVs pursuit)
