Redlight in undercover?

Lately i started playing need for speed undercover and mostly i found blinking yellow traffic lights and some non functioning lights but i did find one stuck on red!

Wow, if I followed the traffic laws and had a heat of five...I'd be so busted.

A little note, I've heard some people note that cops are always on them despite what heat they have. And at a heat of one I followed a cop on his route for half an hour and he never lit up his cherries.

Hmm, that's odd. All the traffic lights are off in my game. Also apparently re-painting your rims from pitch black to greyish-black will drop your heat level from 4.5 to 2.25.

I found another redlight but it's red on all three sides of the intersection.
