How do you create the "scorpio evo" vynils

I am talking about the car in the in game movie before you play the game. The evo 8 that is white with purple tribal vynils or something. I really want to know how to create that vynil. (if you don't understand please ask) it has also been redone by a member called drifkng

Look in the wiki for the hex editing guide. Te scorpion evo vinyls can only be added to a car with hex editing.

Or you could go to the NFS C savegames and download cparty's savegame with the evo in it. :D
