Highest AI Racer Heat Level?

Almost immediately after getting the game & completing the training assignments, I ran into a pack of 3 AI racers in Freedrive. One of them was at heat level 9.
Took them all down (with the help of some AI police), ended up getting the "5 Buster" & "8 Buster" achievement right then & there. So the heat level 9 racer is the highest I've seen so far.
Has anyone encountered higher heat leveled AI racers yet?
