Yes this i think is weird to because in one of the auto sculpting movies i did see that he did just that, he did take any car tuned and auto sculpted it and then he did chose what crew member would get the car.

Yes but only the cars they already have, you can't buy a new car and give it to a crew member as in the auto sculpt movies.

Yes, go to the crew member who's car you want to edit.
Select 'view car' and there should be an option there to modify it when you're in 'view car' mode ...
