how do you get this heat level?

ok, i saw this video and theres like suvs with cruizers and rihnos and roadblocks that arent in heat level 1. did this guy use a hack? if not, can you do this on ps2?

That looks to me like a Challenge Series race. I remember that Shelby Mustang in one.

try pissing the cops off really bad... just keep doing pursuits, then your heat level will go up fast. and i too think that's a challenge series event. try those for some really tough cops.
