hot pursuit in multiplayer on NFS4

It says in the manul: "Hot pursuit can also be played over TCP or IPX network connections." (On page 23). When i do TCP the hot pursuit botton is grayed out and can't play it. In IPX it isn't (i haven't tryed it though). So what am i doing wrong? I reinstalled it so it couldn't be anything i downloaded. Also in online games i download a patch that should make it so you can do pursuit online, but it doesn't work for ME. Its work for others.
