if your graphics card can't handle it, DO NOT try to push it beyond.... you'll get crashes, lock-ups, and a whole bunch of other nightmares.... i even had a hard drive crash once because i was pushing my graphics card so far, it was using too much power. 3 years of music collection.... all lost.....
if you want better graphics, get a better graphics card...

if your graphic card does not support in hardware the directx9, you cannot see the motion blur and other things. as said before, you can try to overclock it (if it can be overclocked, of course), and you probably will have some better video performance, but still can't see the motion blur, cause it depends by the hardware of your card

Usually it is just that, software, that is used for overclocking graphic cards. Some cards have even built-in oc options in their own drivers. Try googling "<your card> overclock" or something like that.
And as mentioned earlier, this will only get you more speed (if successful), not better graphic effects.

disable enhanced contrast (or brightness i forget). its in the advanced settings towards the bottom. makes stuff a lot more visible and brighter plus boosts the framerates a large amount. i hated that thing on, made everything so dark and choppy. i ran the game at 1280x1024 2xfsaa, 16x af at about 40 fps i think. whatever it was it was smooth as nfsu1
