With any program for image editing- Photoshop,ACD See, Paint Shop Pro and so on.
The good old MS Paint can do It too but It's a bit tricky

Do you have any of these programs?

EDIT: MS Office 2003 has such program too

I think you should change the topic-title. It's really misleading ... it's only about a sig-size

The program i use for quick resizing and file type changing is Irfanview.
It's free and really easy to use.
