Where do you unlock wide body kits

i beat the game and i downloaded some stupid unlocker and tried that, where do you do it, also, doesnt it seem like the vinyls in this game are a lil weak

When you're in Stage 5 only, it's the 2nd unique you get after a number of outruns. Once you beat the game, too bad, you gotta start over.
