the white star icons for the black list members can appear anywhere on the map

To clarify it properly.

When you reach the requirements needed, you will get a message saying '#X' wants to race you.

Then the star will appear on the map.

The star can be located on the map. You can pres the button used to display the map and you will see the tars location and your car would be the green arrow
